Shu-te University (STU) was founded by Pei-yu Chang, Chao Yan, and Fu-peng Li,and sponsored by 22 enthusiastic educators in September,1994, when Dr. Yuan-hsiang Chu was the chief in the preparatory phase. STU was officially established and allowed to recruit in 1997, and renamed STU from the Shu-Te Institute of Technology on August 1st, 2000. STU is based on the motto of “academics, intellectuality, happiness and hope” with a guideline of diversity, integration and openness for creating a learning environment of self-development, mutual respect, and self-discipline. In addition, it aims to cultivate professionals equipped with capabilities to deal with humanity, technology, organizational leadership, and problem solving, and further to balance the development of theory and practice simultaneously.

In order to promote its concept of establishment and related information to the faculty, students, and alumni, STU Bulletin therefore has been published since September 18, 1999 with eight editions each year in total. The main content focuses on comprehensive reports, campus activities, departmental events, and Heng-shan life. With its release in each odd month, two more are added up for important school events, including one for graduation in June, and the other for STU birthday celebrations in October. Each edition is provided to the faculty and students on campus and mailed to STU alumni, parents of the first- and second-year students, and other universities and secondary schools.

STU Bulletin has been revised several times for improvement. Since Edition 91, its content has been diversified with main themes related to campus activities and news of awards as well as three columns pertinent to sexual equality, alumni, counseling information. In the column of sexual equality, the sexual equality committee advocates the concept of sexual equality, and effectiveness of tasks by the committee. Furthermore, in the column of alumni, the Career and Alumni Service Center offers information of alumni-related activities and employment. Lastly, Counseling and Special Education Resource Center puts emphasis on the information consisting of prevention of depression, and self-harm at three levels, hoping to bring attention to the importance of life education to students, parents and alumni.

STU Bulletin records details of campus lives and makes a link with all on campus and alumni. It complies with the school motto, “academics, intellectuality, happiness and hope.” In response to the paperless policy, this has been available online since August, 2017. More are expected to read it online, reaching a goal of reducing consumption of paper and saving energy.
